APC Consultation

This consultation document provides information to enable informed stakeholder feedback on the Nursing Council of New Zealand’s (the Council) proposal to:

  1. Gazette an increase to the annual practising certificate fee (including disciplinary levy), for renewals and new registrations made from 1 July 2022
  2. To incorporate inflation adjustments to the APC and other fees from 1 July 2023

Feedback is welcome and will be carefully considered by the Council before a final decision is made.

The Council is very mindful that nurses, their employers, and other stakeholders have faced a time of unprecedented disruption in recent years. This includes the effects of the pandemic, significant structural changes being implemented in the health sector, and ongoing employment negotiations. The proposed increases are necessary to ensure that we can continue providing high-quality services to the nursing profession and for the public, and that we remain financially sustainable.

We are proposing that the total APC fee increases from $110 to $130 inclusive of GST. This includes a disciplinary levy portion specifically to help fund the Fitness to Practice activities of the Council. Of the two components, the base APC fee would rise by $12 to $97, and the levy will increase by $8 to $33 (See table below).

We are also proposing that, from 2023, the APC fee, levy, and other Council fees increase by an inflation adjustment based on the Consumer Price Index. This will smooth the need for future increases over time, allowing us to avoid imposing relatively large increases ‘all at once’, and provide a level of future certainty to help with financial planning and budgeting.

The Council is seeking commentary and feedback on this proposal by close of business on Monday 31 January 2022.
